Purchasing

Welcome to the GCSB Purchasing Department. If you are a vendor interested in entering into business with Goochland County Public Schools, here are a few things to help you along. Our purchasing is guided by the School Board’s Fiscal Management Policies, particularly DJ and DJ-R.

For the following “Small Purchases” (<$200,000) thresholds for goods and services (not professional services), the buyer may:

  1. Under $1,000 – make the purchase without a purchase order (schools usually require a PO for every purchase)

  2. $1,000-$10,000 – obtain one vendor quote and request a purchase order

  3. $10,000-$199,999 – obtain three vendor quotes and request a purchase order. Depending on complexity of project/equipment a formal Invitation for Bids or Request for Proposal may be required.

Of course, there are exceptions not noted above, i.e., professional service contracts.

For purchases generally $100,000 and higher, a formal Invitation for Bids or Request for Proposals solicitation process is undertaken. The buyer works together with the Purchasing Officer to define the scope of work or services. The Purchasing Officer posts the solicitation. Posting is through several channels: 1) GCSB Bids & Proposals page and 2) eVa’s VBO (Virginia Business Opportunities). Because of these two avenues, we typically do not maintain a vendor list.
